Bio

Ed Girovasi is a Senior Consultant with the Acquisition and Product Support Group of LMI in Tysons, VA. LMI is a not-for-profit strategic consulting firm dedicated to improving the management of government programs. He provides his government clients with technical and analytical expertise in acquisition, grants and financial management. His clients have included the Department of Defense, DHS, DOT, EPA, HHS, GSA, NSF, the State Department, U.S. Marshals Service, U.S. Postal Service, SourceAmerica (formerly NISH), Amtrak, and the Metropolitan Washington Airports Authority.

Prior to joining LMI in May 2007, Mr. Girovasi ended his 33-year federal career at the U.S. Department of Housing and Urban Development, where he served as the Assistant Chief Procurement Officer for Policy and Systems. His responsibilities included the development of procurement policies and reforms, the design and maintenance of IT systems and applications to support procurement operations, and the management of certification and career development programs for HUD’s acquisition workforce.

Mr. Girovasi began his federal career in 1974 as a contracting intern with the Defense Logistics Agency. He transferred to HUD in 1977, holding an increasingly responsible series of positions involving procurement operations and policy. He directed and implemented the reorganization of HUD’s field contracting operations, participated in several agency-wide initiatives, and received numerous awards from HUD’s Secretaries and senior leadership. In his last year of federal service, he served on the Secretary’s Gulf Coast Recovery Task Force. Upon retirement, Mr. Girovasi was presented with the HUD Distinguished Service Award, the highest recognition given to career employees.

Mr. Girovasi has served as a member of the Chief Acquisition Officers’ Council, Federal Procurement Data System Policy Advisory Board, Federal Acquisition Institute Advisory Board, and the Interagency Acquisition Career Management Council.

Mr. Girovasi is a graduate of 17³Ô¹ÏÔÚÏß (MA, Public Financial Management, 1981), is a member of the University’s adjunct faculty and a graduate of HUD’s first Senior Executive Service Candidate Development Program.
